Through some research i discovered that this error only occurs when using NI 488.2 drivers version 17.6 and up, and was reported by people using genuine hardware. Following a troubleshooting guide from NI i installed the Measurement & Automation explorer and got an error stating that "this hardware is not genuine, Error code -37056". However, the very next day, as soon as i setup my PC and opened the channel, the RF generator wouldn't go further from being in the remote state. The RF generator immediately became a listener and there were no issues with sending commands and data through MATLAB. 17.6, followed by the Keysight IO Libraries Suite ver. My first attempt actually worked, which consisted of installing NI 488.2 runtime ver. The issue arises when it comes to the driver setup.

I was also provided with a NI GPIB-USB-HS controller for this. I have recently gotten an assignment as a student that requires me to use an Agilent e4433b RF signal generator to generate desired waveforms created in MATLAB.
